Publishing Your Data on ODWB
The publication of open data is becoming increasingly common for public administrations, whether as a result of internal reflection within the administration, required as part of project calls, in response to citizen requests, or from various partners.
Data publication enhances transparency in municipal activities. By sharing information on waste management, local association dynamics, economic life, etc., citizens can better understand the decisions made by the local administration.
Data publication has several advantages:
- Facilitation of innovation: Providing datasets offers local developers, entrepreneurs, and innovators an opportunity to use this information to create innovative applications, services, or solutions. By stimulating innovation, municipalities can encourage the development of local economic activities and create an ecosystem conducive to entrepreneurship.
- Optimization of public services: Centralizing data allows for more efficient management of municipal resources. For example, parking management data can be used to improve mobility, reduce congestion, and facilitate parking. This centralization can also allow municipal services themselves to have access to a single and updated source of data (list of associations, local businesses, etc.). This data can also be considered as closed data (access limited to a certain number of people, defined by the producer).
- Reduction of recurring requests: Proactive data publication can reduce the number of recurring information requests, thus freeing up time and resources for the local administration. Citizens can access the data they need without constantly soliciting the administration, thereby improving the efficiency of public services.
- Promotion of tourism and local activity: By highlighting local initiatives such as walking trails, inventories of small heritage sites, trees, or book boxes, municipalities can attract the attention of potential visitors, thus promoting local tourism and supporting local businesses.
- Citizen participation: Data publication encourages citizen participation by enabling residents to contribute to communal life in an informed manner. Citizens can be active partners in the management of their local environment. Applications and services based on this data can also facilitate communication between the administration and citizens.
Determine which datasets you want to publish.
The criteria below can help you identify which datasets should be prioritized within your community.- Data availability: If a dataset is produced within your community, is available immediately, and complies with regulatory requirements, then it can be published as open data.
- Compatibility with GDPR: The General Data Protection Regulation (GDPR) states that personal identifying information and information protected by law cannot be published, unless there are legal provisions to the contrary. This point should be discussed with your Data Protection Officer (DPO). For more information
- Standardized schemas: As part of regional data pooling, it is interesting to standardize and generalize the opening of certain datasets for all communities. This is the case for standardized datasets from the GT Open Data available on the Futurocité website.
- Existence of demand: The CADA Law and the OpenData Decree of November 23, 2022, require communities to publish data in open data format following external requests.
- Data quality: High-quality datasets are more easily reused and less susceptible to challenge. Data quality primarily concerns its currency and completeness.
- Reuse potential: A dataset for which reuse potential (internally or externally) is clearly identified is advantageous to open because it meets an existing demand.
